Payroll & HR software
for the UAE

The UAE is where AmalOps was built. WPS submission, MOHRE reporting, GPSSA contributions, ILOE registration, gratuity accrual, and Emiratisation targets are core platform functions, not regional add-ons.

The legal framework

Federal Decree-Law No. 33 of 2021 on the Regulation of Employment Relations, together with its implementing decisions, governs private-sector employment in the UAE. It sets standard working hours, overtime premiums, leave entitlements, contract types, and end-of-service obligations.

Wage protection

The Wages Protection System, administered by MOHRE with the Central Bank, requires salaries to be paid through an approved agent using a structured Salary Information File. AmalOps generates a validated SIF for your agent, blocks employees with expired documents before submission, and tracks payment timeliness against the statutory window.

Social insurance

The General Pension and Social Security Authority scheme applies to Emirati nationals, with employer and employee contributions tracked separately and Emiratis auto-detected from nationality on the employee record. Involuntary Loss of Employment insurance registration is maintained as a compliance register with lapse alerts.

End of service

End-of-service gratuity accrues at 21 days of basic wage per year for the first five years of service and 30 days per year thereafter, subject to the statutory cap and the treatment of resignation versus termination. AmalOps maintains a live accrual ledger reconciled to your finance provision.

Nationalisation reporting

Emiratisation targets are tracked continuously against your registered workforce, with Nafis-relevant reporting and forward projection so you can see the effect of planned hiring before it happens rather than after a review.

Where It Goes Wrong

Four things that quietly
break UAE payroll

None of these throw an error. Each one is found later, usually by an employee or an auditor.

🚫
An expired Emirates ID silently drops someone from the SIF

The file submits, the run looks clean, and one employee simply is not paid. It surfaces as a complaint, not an error message. Renewals need flagging 90 days out, not on the day.

🌙
Ramadan moves the overtime threshold, not just the hours

The standard day drops by two hours while salary stays the same, so the derived hourly rate rises and hours that were not overtime last month now are. Systems holding 8 hours as a constant under-record it for a full month.

💰
Basic salary is usually about half the package

Gratuity and overtime both calculate on basic. Set it inconsistently across two people in the same role and you have a dispute that is very hard to defend in an audit.

✈️
Air tickets are a liability, not an expense

The entitlement builds every month whether or not anyone claims it. Recognising the cost only when a ticket is booked understates what you owe.

Who We Work With

HR and payroll software for
businesses across United Arab Emirates

Whether you run a single Dubai LLC, a free zone entity, or a group with companies across several emirates, AmalOps handles UAE payroll and HR the way the law actually requires, not as a localisation added to a global product.

Companies come to us for one of three reasons. They are running payroll on spreadsheets and have outgrown it. They are on a global HR platform that never handled UAE compliance properly. Or they operate in UAE alongside other GCC markets and are tired of reconciling separate systems every month.

Implementation typically runs under 6 weeks including data migration, configuration and training, and pricing is quoted in AED after a short scoping call. If you want to understand what moving would involve for your entity structure, talk to our team or see how pricing works.

UAE Buying Questions

Choosing payroll software
in United Arab Emirates

Which payroll software is WPS compliant in the UAE?+
AmalOps generates the WPS Salary Information File in the required format and validates it before submission, checking record completeness, IBAN validity, negative nets and employees whose Emirates ID or labour card has expired. Those checks run every cycle rather than only when something fails.
Yes. Gratuity accrues monthly per employee at 21 days of basic wage for each of the first five years and 30 days thereafter, capped at two years of wage, with full entitlement on resignation after one year. The accrual is carried as a live provision reconciled to your finance figure.
Yes. Your position against target is calculated from live workforce data per establishment, with a forward projection that accounts for approved requisitions and known notice periods, so shortfalls are visible while there is still time to act.
Yes. Entity configuration covers the licensing authority, applicable wage protection arrangement and social insurance treatment, so mainland and free zone companies can sit in the same group and report together.
The entire interface is available in Arabic with full right-to-left support, and AI-generated letters can be produced bilingually in UAE format.
