Payroll & HR software
for Qatar

Qatar operates one of the region’s most closely monitored wage protection regimes. AmalOps generates compliant WPS files, tracks the statutory minimum wage components, and maintains end-of-service accrual as a live liability.

The legal framework

Qatar’s Labour Law and its subsequent amendments, administered by the Ministry of Labour, govern private-sector employment including working hours, overtime, annual and sick leave, contract termination, and end-of-service entitlement.

Wage protection

The Wage Protection System requires employers to pay wages through the domestic banking system and to submit a compliant file to the Ministry of Labour within the prescribed period. AmalOps produces the required file from payroll, validates it before submission, and records acceptance as part of the monthly close.

Social insurance

Social insurance applies to Qatari nationals through the state retirement scheme, with contributions split between employer and employee. Non-Qatari employees are outside the scheme, and AmalOps applies the correct treatment automatically based on nationality.

End of service

End-of-service gratuity is payable to employees completing at least one year of service, accruing at a statutory minimum of three weeks of basic wage per year of service, with more generous contractual terms supported where they apply.

Nationalisation reporting

Qatarisation targets and workforce composition reporting are maintained from live payroll and employee records, with nationality-based breakdowns available by entity and function.

Where It Goes Wrong

Four things that quietly
break Qatar payroll

None of these throw an error. Each one is found later, usually by an employee or an auditor.

💰
The minimum wage covers a package, not just basic

Basic together with food and accommodation allowances must clear the floor. Where accommodation or food is provided in kind, the combined value needs validating rather than assuming.

Wage reporting has a window, and acceptance is the proof

Submitting is not the same as being accepted. A rejected file that nobody checked is indistinguishable from never having filed.

📄
Three weeks per year is a floor, not the norm

Many contracts provide more, and contractual terms above the statutory minimum are enforceable. Calculating everyone at the minimum understates what you owe.

👥
Expatriate-heavy workforces concentrate the risk

When most of the workforce sits outside the national scheme, end-of-service becomes the dominant terminal liability — and it accrues from day one.

Companies come to us for one of three reasons. They are running payroll on spreadsheets and have outgrown it. They are on a global HR platform that never handled Qatar compliance properly. Or they operate in Qatar alongside other GCC markets and are tired of reconciling separate systems every month.

Implementation typically runs under 6 weeks including data migration, configuration and training, and pricing is quoted in QAR after a short scoping call. If you want to understand what moving would involve for your entity structure, talk to our team or see how pricing works.
